A does not make sense, D is best
subject: $50 billion in private investment capital
action1: is estimated to have left Mexico
conjunction: "and"
action2: added to the strain on the country’s debt-ridden economy

Taken separately:
1- $50 billion in private investment capital is estimated to have left Mexico
2- $50 billion in private investment capital added to the strain on the country’s debt-ridden economy

second sentence is logically flawed.

D) It is estimated that during the 1980’s approximately $50 billion in private investment capital left Mexico, adding to the strain on the country’s debt-ridden economy

What is in red is a participial phrase and also a parenthetical element which can be removed as it does not affect the core meaning of the sentence; it only gives extra information. A participial phrase acts much like an adjective does and it basically says that the fact that "$50 billion in private investment leaving Mexico" is "adding strain on the country's economy"

Earlier I also picked (A), but on carefull analysis and after reading Paul's explanation. (D) looks good.
(Why the hell did I select (A)?? :shocked )
