IMO C

C & E are the contenders & E can be ruled out because "rates" should have "exceed" i.e. a plural verb

Should be C since it compares the rate of entrepreneurship in one group with others by using "Those".

B. Mideast immigrants are exhibiting rates of entrepreneurship exceeding - rates cannot exceed immigrant group itself but should exceed rates of immigrant group. Again illogical comparison. So wrong
C. Immigrants from the Mideast exhibit rates of entrepreneurship exceeding those of - correct comparison; rates of Mideast vs rates (those) of every other immigrant group
D. The rates of entrepreneurship in immigrants from the Mideast exceed - rates are compared with immigrant group. so wrong
E. The rates of Mideast immigrants’ entrepreneurship exceeds those of - comparison correct, but the verb (exceed) doesn't match the plural 'rates', so wrong

A- rates exceed other immigrant.. Wrong comparison
B- rate exceeding other immigrant... Wrong comparison
D. rates of entrepreneurship ....exceed other immigrant.. Wrong comparison
E. The rates of Mideast immigrants' entrepreneurship exceeds -- Wrong SV agreement

C exhibit rates of entrepreneurship exceeding those of other immigrant.... rates compared to rates of other immigrant group...

Except C in all the comparisons rates have been compared to immigrants group which is wrong.
Hence C.

Comparing rates..."those of" is correctly used... .
So, A, B and D are eliminated.
In E, "The rates of" is pl and "exceeds" is sl, so, SV error. eliminated E.

The best choice is C.
