Whether is reqd here so A and B are out.

Out of has been, was and had been .................has been sounds good to me.

any specific reason for choosing has been ?

has been - present perfect suggests an action started in past and still ongoing , but alteration was done in the past and the action does not continue in the present .. so thought just 'was' would suffice ..

why is D wrong ?
