I am for A. Only A conveys the correct meaning.
investing should be parallel to stressing.

A

'means to' is a proper idiom

Moreover A is clearer thann the other choice, B which also has proper idiom 'means to'

need investing at the end to maintain parallelism
stressing the arts.... and investing millions of dollars ....

Between A and B, A is better.

I am a bit confused here :?

>> means to do sth.

I am not sure if it is also used before a noun.

But in this question we should consider ||lism too. So ^ A ^ would be the best choice.

stressing ... investing ... hence A is correct

B is not as "greater development economically" sounds awkward

a means of~ is idiomatic but answer choices C and D are just plain sloppy.

Select (B) and click confirm.

A is likely to be option...

in case B..use of "are" is unnecessary and can be avoided....
