The sentence is right as it is, but why can't as a means to be replace with as a means of?

X as a means to Y is an idiom so just memorize the structure and you will be fine.
Idioms will not necessarily sound best but they are what they are so just memorize them so next time you wont pick the one that sounds better but the correct answer

I know it is a old post but here is my explanation.

A as a mean of Y --> A is type of Y
A as a mean to Y --> A is the method to achieve Y

cities are stressing the arts is a method to achieve greater economic development
cities are stressing the arts is a type of greater economic development

I hope it is clear now.

Regardless of the subtle distinction between TO and OF....you should still have arrived at the correct answer by examining the OTHER parts of the sentence.

For such a tiny distinction between TO/OF - GMAC will not expect you to distinguish between the two - especially as they move away from idiom-heavy questions and more towards meaning-based questions.

The keywords you should be focusing on in the answer choices are:

1) usage of AND
2) placement of "economic" and "development" in the various positions.
3) the keyword verb STRESSING with the -ING
