Unless those recs provide something concrete that the other ones do not. That is, if one of the recs is truly special in some way, then yes, submit 3. But think long and hard about this - do this other rec truly provide insight that others cannot? Or is it just more of the same stuff packaged differently and using different stories? For instance, if the third rec is about how you saved the president of nigeria during a cave mining accident in 1998, and how you taught each other to communicate despite your cultural differences during the six days you were stuck down there, and comes from him directly, yea, thats pretty special. If its just another rec from another manager or a subordinate at work, thats pretty much the same thing as your other 2.
Myself, I didn't exceed the requested number. I didn't feel it was beneficial, nor did I feel that a third rec would really highlight something truly and especially different. Think hard about this before you submit 3. Most schools specifically state that they frown on this unless it's truly something outstanding.
Under no circumstances would I submit 4 for a school thats asking for 2.
