I say D.

A doesnt give the right meaning

B is redundant as it says 'more paper than ever ... than previously'

C just sounds wrong =)

Modifier error, implies paper is more than ever
B. It is expected that more paper than ever will be recycled this year than previously and that is
Not clear, we are not talking about paper but instead the amount.

D. The amount of paper that will be recycled this year is expected to be greater than ever
Correct

I can't put my finger on exactly why this is wrong

E looks better but the usage of is brings in error. We need a complete sentence here.

D and E come close.

It is D for me

in D D.
The amount of paper that will be recycled this year is expected to be greater than ever due to new mandatory recycling laws.....-> the increase in amount of recycle paper is dues to new mandatory laws thus D

E. A great increase in the amount of paper that will be recycled this year is due to new mandatory recycling laws-> E is not right as it modifies the meaning.. E suggests the recycling is due to new mandatory recycling laws...

I initially thought C is correct, as I wasnt sure if amount of paper is the right collective noun. Understand its correct . Amount can be used to mean both quantity and value.

So D is seems right.

I agree with D being best

(A) is confusing in that we are not sure what the introductory modifier is really modifying. In all likelihood,
"more than ever" seems to be modifying the expectation of paper being recycled rather than the actual quantity of paper being recycled.

Thus, we can read A as:
Paper is expected, more than ever, to be recycled --> wrong
More paper than ever is expected to be recycled --> right

Given this ambiguity in A, D is best.

Thanks again Paul (only allowed one kudo per hour so can't give you anymore).. OA is D. I went for A, since I felt D changed the meaning. There is no mention of "amount of paper" in the original sentence.
