This is a parallelism question. Before finding out the exact parallel elements let us look at the verbs.
1. Unify.
2. Subdue.
3. Force.
Now let us see which of the two elements are parallel.
They unified by subduing and forced.
They unified by subduing and forcing.
I think the second one makes more sense because the forcing the territory to adopt a single code of laws comes under process of unification.
So they unified,subduing and forcing.....
Please correct me if I'm wrong

Parallelism is one aspect....nice explanation Vijay.
Another perspective is: unifying, subduing and forcing are not separate actions but they belong to the action of unifying China.
==> by subduing and forcing....., Han dynasty unified China.
That was just another perspective, parallelism is the key to this question though.
