between C and E. compared to in c is wrong.. so should be E.

I think the answer is E.
First, the use of toward is ackward. Betwen C & E, I choose E b/c the use of "compared to" is not right.

"compare to" is used to compare unlike things and "compare with" for similar or like things. here the comparision is between like things. therefore it is wrong.

year toward the cost of higher education, instead of the $7 per year required previously

D is wrong: misplaced modifier(?). The $7 is supposed to contrast the
$30, not cost of higher education. Choice D makes it seem students wanted the $30 to go toward $7 per year (doesn't make sense).

i'm in between D and E..

IMO, If 'compared to' is wrong, 'opposed to' in E is also problematic.. :?

compared to the previously in C doesn't sound right at all. E seems to be the best choice here. I was also considering D (but not any more thanks to stevenzeng)
