Though the argument says most of the blood donated is type O, it does not have to be the most common blood type. There could be other reasons for it to be the most commonly donated type. maybe it is the most sought after blood type by orgs. like red cross

B) Transfusions of any but type O blood necessitates prior typing of the recipients blood.
the arg. says Type O is compatible with all other blood type so blood typing is not necessary when usign type o. This clearly follows from the arg.

C) Only type O blood requires too much time for typing in emergencies.
there is no evidence in the arg for this

D) Type O blood is especially useful because it is the same type as most people's blood.
there is no evidence in the arg for this

E) Supplies of type O blood are always too low to meet emergencies.
the arg does say that it is usually low in supply because it is used in emergencies. However it doesnot say that there is not enough supply for emergencies.

D) Type O blood is especially useful because it is the same type as most people's blood. Assumption out of scope

So, choice is B.

I would have clicked option D. Since I believe income group and the magnitude of the health should not be a reason behind bad health service..

Izvos.... D says Type O blood is especially useful because it is the same type as most people's blood.

but this information is not given in the passage... it only says O is compatible with other groups... hence the best answer is B

im curious to know why u think the answer is D (maybe thats a line of thought i havent focussed on) can u pls elucidate?
