Would go for C, since
a) "...some form of espionage are driven by irrational desires"
b) "If these people were thinking rationally, they would not be involved in..."
Therefore option C) -Those involved in espionage do not have rational reasons for their behavior

Hi. Don't understand why C
Text - most are driven by irrational desires
C - Those involved do not have rational reasons

so if MOST (not ALL) driven by irrational desires, we can not conclude that ALL involved do not have rational reasons
