"Mandate" is a special verb which can impose subjunctive mood on the sentence. So the above sntence is an example of subjunctive mood. The sentence formation for subjunctive mood is-
........mandate that [subject] [infinitive verb without to] [rest of the sentence]
Hence, A is the only correct answer.

There are other verbs like request, demand propose, mandate etc which imposes subjunctive mood on the sentence.

its a case of subjunctive mood, so infinitive verb form cant be used

Mandate is a bossy word. It doesn't require any thing only be can use..A
