Most state constitutions now mandate that the state budget be balanced each year
(A) mandate that the state budget be balanced (B) mandate the state budget to be balanced (C) mandate that the state budget will be balanced (D) have a mandate for a balanced state budget (E) have a mandate to balance the state budget
I chose (B) but the OA is (A)
The reason why it is (A) is the the subjunctive mood is required when a subordinate clause beginning with that follows a verb such as request, require, ask, or mandate.
But I think mandate ... to... is better and concise for this phrase.
How do you think about this?

Please do not post the OA with the question.
B changes the meaning by focussing on "budget" rather than on "state".

Just a question here: Which one is good? subjunctive verb....that.....be + verb (infinitive form except to) [ mandate that....be balance] OR subjunctive verb....that.....be + verb (past form!!)[ mandate that....be balanced]

First one is wrong. here "balanced" act as adjective. mandate that "state budge" be "balanced" "state budget" is "balanced" yu can't say --> state budget is balance < state budget be balance>

yes, please do not post the OA in the first post I agree with x2suresh, the right one is the second form, however balanced is not past form but an adjective Cheers

So what will be the case for below one? Is "completed" preferable to "complete"? Bankers require that the financial information presented to them by mortgage applicants be complete and follow a prescribed format. (A) be complete and follow a prescribed format (B) is complete and it follows a prescribed format (C) be complete and a prescribed format is followed (D) to be complete and a prescribed format be following (E) be completed, and it followed a prescribed format
