through B seems also correct..

Most state constitutions now mandate that the state budget be balanced each year. (A) mandate that the state budget be balanced (B) mandate the state budget to be balanced (C) mandate that the state budget will be balanced (D) have a mandate for a balanced state budget (E) have a mandate to balance the state budget Ans shud be A. When a subjunctive is used the verb form is: That + infinitive form of verb (without the word to) . Hence B is negated.

"A" seems right to me. It is subjunctive mood used here: mandate that + the infinitive without "to"

When mandate is used to mean "make it mandatory" it must be followed by that and a verb in subjunctive mood. A is correct Answer. The subjunctive is a special kind of present tense, using an infinitive that has no –s in the third person singular.
