A, B and C are out because of expanding.....to accommodate are not parallel.

That leaves us with D or E. E is better beacause introduces the word should pay.

Answer D: To demand that developers pay for.... is somewhat ubiquitous...

To demand that developers shoud pay is correct i think therefore E...

Right.... expanding..... to accomodate doens't have to be parallel.

Should read a sentence a bit more concentrated :)

OA is A.

"begun to demand" seems unidiomatic.
"costs to" is also unidiomatic. its always "cost/s of some object/s"
"costs to" is used in a different meaning.
"cost to XYZ company"

"pay for" isn't right here

"demanding that" is correct.

This is subjunctive mood SC.

a. demanding that private developers pay an increased share of the costs of expanding
>> Good, maintains the subjunctive mood, uses "that" to put the clause.

b. demanding that private developers to pay for an increased share of the costs of expanding
>> Awkward construction, "...to pay...". Not subjunctive.

c. demanding payment by private developers for an increased share of the costs of expanding
>> "that" is needed to put a clause. It sounds as if "payment" was demanded.

d. to demand that private developers pay for an increased share of the costs to expand
>> "pay an increased share" is good enough, "pay for increaed share" is unnecessary. (But this is subjunctive).

e. to demand that private developers should pay for an increased share of the costs to expand
>> "should" voilates the subjunctive mood.
