In 1998 the number of reported violent crimes in Abstania increased dramatically over 1997. E --> fewer Monrovians migrated to Abstania than coming back. So fewer number of Monrovians in Abstania. It is still possible that the crimes are committed by Monrovians. Does not weaken.
None of them weaken as per me, but given to select from the above I would go for E as the no. of Monrovians in Abstania is decreasing and so the possibility is less.
