On second thought, I think it might be B or C, because it's probably better to say it "as it was in" to show that the comparison is between 1980s and 1970s instead of between the rate of growth of minority population and, say, non-minority population (or whatever).

Can somebody let me know what is wrong with D?
D. two times faster than that of
D would be correct if we would have, say, "greater" instead of "faster" and "in" instead of "of". The "rate" in the stem is just a number which can be neither fast nor slow - it can, however, be greater or less, IMO.
