Will go for 'A'.

It is more firm and definite to bring out the refusal from the officers

(B) it still allows a possibility...more towards a desire or opportunity

(C) are not - present tense - bad diction

In B, isn't it wrong to say "their names", rather it should say "their name" as every financial officer is having one name and not several names?

I eliminated B because 1) there is nothing wrong with A and 2) even though B may be correct, it is saying the same thing as A but uses more words. Therefore, A is a better choice.

Their - pronoun. So names in plural form is good.
