I went with E!

Isn't it GMAT LIST supposed be of the form X,Y", "and Z? Since I eliminated C with this I chose E! Am I wrong?

You aren't wrong: The structure is same in (C) as well, it's just that , "that"is introduced before in order to give stress on all the 3 qualities/behavior that X,Y,AND Z are all equally important to mention to protect the author's intend.
