IMO OA is C
It is the only answer choice with parallelism other than A and I think 'that' is required.

I am going with E.

I think if you have a full clause you should use "that." So this leaves C & E. "suspicious" in this sentence links the subject (local citizens) to a state of being (suspicious). I think it's called an indirect object but I'm not sure of the exact grammatical term. Basically, it is not parallel to "to reach" and "to taciturn." So you need to say "and they are."

I vote for C, for parallelism
"local citizens are difficult.., (are) taciturn and (are) suspicious of..."

Option D sounds to have ambiguous "they"

IMO C,
E states :
"that local citizens are difficult to reach, and taciturn and they are"
it is missing a parallel formation and shud have been something like

" that local citizens are difficult to reach, and taciturn and that they are.."

The correct answer is C and I got through this by process of elimination and logical deduction.

The two major issues that directed me to correct answer to this question are idioms, and parallelism. As for idioms, you either have found that ..... or found ...... to be. This is the reason why A and D is incorrect. Then, we look for parallelism, answer choice B is not parallel found ..... to be, and found ..... are.

Then we're left with answer choice C and E which is almost the same except the last part (they are). E makes the meaning of the sentence a little ambiguous, who are they modifies. Did "they" modifies National Zoos or the local citizens? We are not sure about this. This is the reason why C is correct. Choice C uses the correct modification, it is clear that the local citizens are difficult to reach, taciturn, and suspicious of innovation.

For this questions, we have to take a sentence as is, not what you think the author intended the sentence to mean. Coming from a second language background like myself, this can be a tricky thing to do. American English expects you to just take the sentence almost literally, this holds true except when you read more sophisticated literary work then that's another story.

I would go for c. As many stated above there should be "that" and C is better then E.

either of:
(i) local citizens are difficult (are) taciturn and (are) suspicious of innovations
(ii) local citizens are difficult, taciturn, and suspicious of innovations
(C) captures it best.

i pick C here for parallelism. difficult, taciturn and suspicious are parallel. in D they is not required. A breaks the parallelism.

C for me too...the use of 'that' (relative pronoun) was also the main criterion for selection

strike out A - not parallel

(A) the local citizens are difficult to reach, taciturn and are

(B) local citizens to be difficult to reach, taciturn and are

(C) that local citizens are difficult to reach, taciturn and-- Correct choice

(D) local citizens are difficult to reach, taciturn and are they are

(E) that local citizens are difficult to reach, and taciturn and they are- unnecessary construction

the logical choice is between C and E , which have "that" in them. The only difference between the two is the use of "are" at the end that violates parallelism, ie. C is parallel and E violates parallelism by using "are" at the end.
