Sorry for the delayed reply; I'm on the road. I commend you for choosing HR as a post-MBA career. Very few applicants identify this as their goal, and as you know, the percentage of MBAs who go into HR is very small. This will help you stand out in a big way, and make you more attractive to schools.
Based on Business Week data on MBA placements, the school with the highest percentage of MBAs going into HR is U. Massachusetts Amherst, followed by Brigham Young University with 13%. Next highest ranked are Columbia, Michigan State, and Vanderbilt with 5% going into HR. Wisconsin places 4%, and Illinois Urbana Champaigne and Boston U. come next with 3% of MBAs going into HR. Most other schools place 0 or only 1-2% of their MBAs in HR.
Combining HR with consulting sounds like a good way to strengthen your attractiveness to employers post-MBA. Based on your projected GMAT you should have no trouble getting in any of these programs, with the exception of Columbia, which may be a longshot for you if you lack a strong leadership profile and fail to make yourself stand out in your essays.
