I sense you are applying from abroad? You might check into how much scholarship money is available at your target schools for foreign students- this varies school by school. If you are an American applying to US schools, you will tend to receive more money from schools that you are "over-qualified" for, and less from schools that are a reach school.
Again, just my thoughts on the matter. Definetley seek more feedback as well!

However,another quick question on the same- As you've mentioned 'to demonstrate need', I guess not many schools offer need-based scholarships...! However, I would really appreciate if you shed some insights on the fact that how the need based offers are determined..? Is it based on the personal assets of the candidate or his/her family or else?
