I have been granted scholarship/fellowship amounts at some of the schools that I've been admitted to, and I read somewhere that someone was able to negotiate their scholarship from a half-tuition (what I currently have) to a full-tuition one. Is this common? And if so, is it recommended to try? Lastly, how would one negotiate a scholarship?
