Should be C.

The other choices are ridiculously wrong. What is the source?

D. yet within ten years a municipal will had made this boast a powerful reality

E. yet this will had become a powerful reality within ten years because of a powerful will municipal

I received pm from "rampuria" C is not OA.

On Second try..

Will go for D.

here "will" --> (noun ) determination

sub : municipal will

only D makes sense.

What is OA?
What is Source?

I disagree. In that case, municipal "would have" is better choice than "will had"
C is the best.

OA is D

X2suresh, could you explain why you chose past perfect over simple past in B. What are the two time frames involved?

you are right.. reality is reality.. I don't think we have powerful reality or powerless reality.

Other options are even worse.. (truely speaking..All options look bad)

It's better we shouldn't waste our time on this question..

What is source Mr Rampuria.
