A,B clearly out 'cos of absence of "as....as"
C>ackward.

Between D and E is'nt E better?
Oh wait..E is wrong because heating bills are compared to Midwestern or eastern cities.??

You are correct. Only D serves as the best answer in this case. What is OA?

Ans is D as mentioned by others also..."those" acted as differentiator here along with "as...as"
