I'll take E. The passage talks about survival of a country and the single critical factor in determining this survival is language. Choice E completely refutes that.

E must be. The authors says that if there is no common language, then the nation will sooner or later disappear. We must look for a country that hasn't disapeared and in which there is not a common language. E fits this.
