132,000 / 11 = 12,000

12,000 * 0.90 = 10,800

we need to find min population of least populated district (say x)..this is possible when all other 10 district will have max population (that is 1.1 x)

x+(1.1x *10) = 132000
12x = 132000
x = 11000
