C talks about "Numbers", the only information we have is "percentages". We cannot assume anything about numbers.

Indeed OA is strange. Maybe the OA is wrong!? Unless the OA is from OG or ETS, there is always a possibility that it may be wrong.

A, C, and D are immediately out. IMO, both B and E are correct, but the key word in the stimulus is "highest." Since we have no raw figures to calculate, this problem becomes a total play on words, open to two different interpretations.
Correct me if I am wrong nakib77, but haven`t you posted quantitative problems from a similar (if not the same) source in the past that were fundamentally wrong?
