From statement 1

cd + C = Even

This is possible in 2 cases
when C is even or both C and d are odd

e*o + e = e
o*o + o = e

So insufficient

From statement 2

cd + 4c + 2d + 8 = even

cd + e + e + e = even

This is possible only when either c or d is even. So insufficient.

Combining both if c is even only than both the statement can be even, hence the answer is C.

Additional way.

Let's modify our statements: we can substitute c+2 for c and d+4 for d as adding even number does not change even/odd properties:

1) c(d+1) = even
2) cd = even

Now, it is obvious that c must be even for 1) & 2) statements as one of d or d+1 is odd.
