Of every 100 burglar alarms police answer, 99 are false alarms. This situation causes an enormous and dangerous drain on increasingly scarce public resources. Each false alarm wastes an average of 45 minutes of police time. As a result police are consistently taken away from responding to other legitimate calls for service, and a disproportionate share of police service goes to alarm system users, who are mostly businesses and affluent homeowners. However, burglar alarm systems, unlike car alarm systems, are effective in deterring burglaries, so the only acceptable solution is to fine burglar alarm system owners the cost of 45 minutes of police time for each false alarm their systems generate.

I'll take C. Because burglar alarms are effective, the only pausible solution is to fine homeowners for false alarms. And no other alternative is acceptable because of the system's effectiveness (we're told the ONLY acceptable solution is to fine owners for each false alarm...)

HI, I read your post and I found a nice piece of information. Actually the burglar alarm systems are very famous and used by almost each and every family.now a day's it has become a necessity to stay alert if You are living in a Congested area.Even If you are living in an Isolated area like village side,It is advised to Install such system to protect your house for saving your home and lives too.that's why I always recommend to install the Burglar alarms. brisbane alarm systems

Options other than C dont provide any relevant info. The option C states why it is justified to fine the homeowners (it is almost like a service fee) .
