we combine 1 and 2, we know that 720 houses are unoccupied but we don't know out of 720 houses how many have been built in last year. hence insuff.

Note: Question is just talking about 230 single-family homes built last year

(1)Of all single-family homes in City X, 90 percent were occupied at the end of last year -INSUFFICIENT
The option is talking about all the single-family homes in City X. We don't have any relationship between "all the single-family homes" and "single-family homes built last year only"

(2)A total of 7,200 single-family homes in City X were occupied at the end of last year
-INSUFFICIENT
The option is also talking about all the single-family homes in City X. We don't have any relationship between "all the single-family homes" and "single-family homes built last year only"

Together - INSUFFICIENT
