But idiom perspective, as a means OF...is a correct usage. But...as a means to...sounds okay...I went for a //. A should be the answer.

I think the Answer is A. Find the actions the city is doing. Cities are stressing and investing. The verbs, when used together with one subject, must be parallel. Only A & B make this parallel. I will say though that ARE investing would be better and clearer..
