Alternative solution/shortcut:

5y is divisible by 5, so let's choose the closest to 23 two integers that are divisible by 5: 20 and 25. We have two differences 25-23 = 2 and 23-20 = 3. So, 2 is the least possible difference (5y = 25) and answer is y = 5.
