I think the structure of the comparison is more important than the idiom itself. Even if the split is between "so too" and "so," your next thought should be to check for redundancy in that "too" may be already conveyed (or implied) elsewhere in the sentence.

If we are to take the Idiom route, then it is fairly easy to narrow this down to the best option.

We know that the idiom is Just as X … so too Y… or Just as X ... Y ...
Or as it given in this case, Just as X … so Y…

Based on this, we can eliminate Options B, C, D, and E.

This is the quickest way to arrive at the best answer option, which is Option A.
