On a certain road, 10 percent of the motorists exceed the posted
speed limit and receive speeding tickets, but 20 percent of the
motorists who exceed the posted speed limit do not receive speeding
tickets. What percent of the motorists on that road exceed the posted
speed limit

The wording sucks in this prob!!

t = total motorists
x = mortorists who exceed speed limit

.2x exceed limit and don't get tickets
so
.8x exceed limit and get tickets

.1t (10% of total exceed and get tickets) = .8x

.1t=.8x
x = .1t/.8

looking for x/t
(.1t/.8)/t = (.1t/.8)(1/t) = .1/.8 = 12.5%
