On a certain road, 10 percent of the motorists exceed the posted speed limit and receive speeding tickets, but 20 percent of the motorists who exceed the posted speed limit do not receive speeding tickets. What percent of the motorists on that road exceed the posted speed limit ?

Total motorists = T
People who exceed speed = E
people who exceed and get ticket = ET
people who exceed and get no ticket = ENT
So E = ET + ENT
From the stem ET = 0.1T
ENT = 0.2E
E = 0.1T+0.2E
0.8E = 0.1T
Hence E = 12.5%

12.5%. You need a grid to figure it out fast.
Let x be the % of drivers who exceed the speed limit.
# who exceed speed limit and receive ticket = 0.1
# who do not receive ticket but exceed speed limit = 0.2x
which means that 10% represents 80% of motorists who exceed the speed limit.
0.1 = 0.8x
x = 12.5%
