On the basis of a decrease in the college-age population, many colleges now anticipate increasingly smaller freshman classes each year. Surprised by a 40 percent increase in qualified applicants over the previous year, however, administrators at Nice College now plan to hire more faculty for courses taken by all freshmen.

My guess is D mostly by POE.

The dean is hiring more faculty for classes taken by all freshmen based solely on the fact that there are 40% more qualified applicants this year. Since the percentage of applicants listing Nice College first on their application is substantially lower, there is a possibility that the freshman enrollment will not increase becuase of the applicants' school preferences.

The other choices don't make any reference to why the increased percentage of qualified applicants might not lead to an increased freshman enrollment for the next year. D provides a possibility for a similar or possibly decreased enrollment despite the increased number of applicants which would lead to a flaw in the dean's plan.

Straight D

Nice is not the first choice, rather it is a safety option. So, it is probable that many of these applicants will go elsewhere. So, the management's decision is flawed.
