I will go with C.

Prohibited from sale to other countries seems incorrect though I am not exactly sure why.

B, D and E are entirely ruled out. A goes out because of 'prohibited from sale to' should have been 'prohibited from being sold to '. So C is the answer.

C

"directive that" is always wrong. So A, B and E are out.
Out of C and D,its the sale that was prohibited not the chemical. So C is correct.
