directive that.....is wrong idiomatic expression so abe are out!
d seems awkward : "prohibiting" and "is sold" doesnt correlate
so, i would go with C.

C

1) Directive meant to prohibit, so it should follow directive- A,B and E are out.
2) Between prohibiting and prohibiting that, former sounds better.

The directive was "prohibit sale of chemicals...."
