in A, the directive cannot be to prohibit the sale of the drug, the directive should forbid the sale of the drug.

This is purely speculation... Something about "be prohibited from" that just doesn't sound right. Perhaps "be prohibited" should be parallel with "banned?" At the end I picked C like most of you here, just because it sounds short and sweet.

can one of the SC guru's please explain when to eliminate "that" and when not to eliminate that. I was between A and C here but went with A becuase I thought that "that" was requried

nither there are subjunctive verbs nor it is contrary to fact.
