on second thought, let me change to C.

i thought it is a case subjunctive but actually it is not...

why??? ......directive is a noun meaning " an official instruction".

I got A - other choices were not as appealing when examined closely. Plus Lax is right; subjunctive mood is in play here.

Between C and A, I go for A.

I think C changes the meaning of the sentence. From C we could derive that Reagan prohibited the sale while he actually did the opposite.

OA is C, Himalaya's explaination is right, it seems like subjunctive but actually is not. I also picked A. This is from OG

The choices that uses 'that' to introduce the modifying phrase for the noun 'directive' all starts with 'chemicals banned in US..." but this is not what the directive is about. The phrase 'prohibiting... should come right after directive'

A,B and E are out. D is awkward.

C is the best choice.

I chose C because I thought that the form should be "to rescind something".

In that case, all potential answers begining with "that" should have a verb just after. The best solution would be "One of Ronald Reagan’s first acts as President was to rescind President Carter’s directive that prohibited to sell .... "

is that what you were saying ywilfred ? I coudn't catch clearly your explanantion :oops: sorry

Now that I guess the key problem in A is " from sale to "
prohibit someone from doing sth ....It's unreasonable to say you prohibit something from doing sth
