I can not explain because I rather used my intuition when I chose A. And now I see that I was wrong.
Actually several answers looked good to me incl. A, C and E
This is a tough one! :shock:

I checked the usage of idiom here. The correct idiom is Prohibit X from GERUND

So I am totally lost!

Ups! :oops:
I think we can not. Directive is a noun.
Directive claims, directive prohibits, directive is drafted and so on.
I think we can not use subjunctive mode here.
So it must be either C or D. Although the correct idiom is still prohibit from doing something

"directive that X is Y" is wrong. It should be "directive that X be Y" is correct. That's why people were guessing A to be the correct answer. Although the OA seems to be C.
