Verbal review 2nd SC

question 82:
82. Downzoning, zoning that typically results in the reduction of housing density, allows for more open space in areas where little water or services exist.

(A) little water or services exist
(B) little water or services exists
(C) few services and little water exists
(D) there is little water or services available
(E) there are few services and little available water

the OG answer is E.

According to Mahanttan GMAT: for "or, either...or,neither...nor", find the noun nearest to the verb, and make sure that the verb agrees in number wit this noun. Why doesn't this rule apply here? Can we select answer A or D?

problem is not with either or , neither nor.
Problem is that little services doesnt make sense. you'd say 'few services' and 'little water'.

few water is incorrect expression and so is little service.
