According to Mahanttan GMAT: for "or, either...or,neither...nor", find the noun nearest to the verb, and make sure that the verb agrees in number wit this noun. Why doesn't this rule apply here? Can we select answer A or D?
problem is not with either or , neither nor.
Problem is that little services doesnt make sense. you'd say 'few services' and 'little water'.
few water is incorrect expression and so is little service.
