I believe that C doesn't work because using impact as a verb doesn't work with the word "on." You need the have or had to make the on work. Choice C would work if the word "on" wasn't there.

Summing up what the passage is trying to convey :- A study xyz found that A and B can influence productivity of a company..And C can have just as great an impact on performance ....

Superficially, there seems to be nothing much wrong with this passage..therefore keeping A as a viable option we can move on and try to eliminate the remaining answer choices ...

Clearly this passage is drawing comparisons , therefore try to eliminate all the options that do not maintain the comparing nature of the statement....B,C,D,E, basically say that A,B and C have an impact , however all of them do not compare the level of the impact (relative to one another, or of AB to C) therefore THEY are wrong..

P.S. I do not have access to MGMAT practice material but do they really classify this as a 700 level question?? Personally I think it is more a 600 range question..

all other options other than A do not convey the intended meaning.

A says the impact is at least as great than govt. policy.
B,C and D dont compare this impact with govt. policy.
and E says it has greater impact.

government policy is parallal to managament decisions not decisions by management!! Hence B and D are incorrect.
Have impact on is correct not impact on hence c and e are incorrect.

The focus is on to say that the management decisions have at least as great an impact as other factors mentioned therein. This –at least as great an impact (if not more) is the pith that should be carried through, if the choice has to be correct. You may notice that except Choice A, none other faithfully carries this grain.
B generally calls it a great impact. C and D simply say decisions impact greatly. E is antithetical in that it describes as great impact as greater impact. So A for maintaining fidelity.

Answer is A

Choices B,C,D and E distorts the intended meaning of the sentence

Intended meaning : original sentence shows a comparison "although" (followed by a dependent clause beginning with ,) and means the impact is atleast as much as those of the other reasons mentioned in main clause (which is before ,). But choices B,C,D and E means an independent clause using "greatly/ great/ greater"

The word "although" marks a contrast; so, in this sentence we have to make sure that the contrasting elements should be parallel logically and grammatically.

To understand the structure of the sentence lets first cut short the sentence and recognize the elements that are being used to represent a contrast.

One study found that although government policy and the industrial sectorin which a company operates can influence its productivityand financial strength, management decisions have at least as great an impacton a company’s performance.

i.e Although government policy and the industrial sector can influence ,management decisions have at least as great an impact

The elements that are being contrasted are "government policy and industrial sector" and "management decisions"

Both these structures are grammatically and logically parallel. Moreover "great impact on" is much better idiomatically than "impact greatly on"

(A)management decisions have at least as great an impact

Correct because of the reasons mentioned above.

(B)decisions by management have a great impact

The usage of "decisions by management" is not incorrect, but less preferred than the parallel construction "management decisions". "have a great impact on" changes the meaning of the original sentence. Original sentence means that "management decisions" have "at least as great" means the impact is equal to or greater than, whereas (B) says just "a great impact", no comparison here.

(C)manager decisions impact greatly

awkwardly uses "manager" to modify "decisions";"great impact on" is much better idiomatically than "impact greatly on"

(D)decisions by a company’s management impact greatly

How can we confirm that E changes the intended meaning. Cant it be that E is the intended meaning by implying that Company's management has a greater impact and not the same or greater impact???

If you carefully study this problem, you will see that none of the answer choices are grammatically incorrect. In their grammatical structure, they are all correct. However, the removal of “at least as great an impact” makes all the other answer choices logically incorrect as they fail to communicate the indicated meaning.

The intended meaning is derived from the original sentence. Almost every original sentence conveys the intended LOGICAL meaning through correct or incorrect grammatical structure. If the original sentence does not convey the LOGICAL meaning, then we need to do a thorough PoE to find out the choice that stands grammatically as well as logically sound.

One study found that although government policy and the industrial sector in which a company operates can influence its productivity and financial strength, management decisions have at least as great an impact on a company’s performance.

(A)management decisions have at least as great an impact
(B)decisions by management have a great impact
(C)manager decisions impact greatly
(D)decisions by a company’s management impact greatly
(E)what a company’s management decides has a greater impact

In this sentence, the original choice clearly says that the impact of “managerial decisions” is as great as government policy and the industrial sector. This factor does not impact more greatly than the other factors. This is the reason why all the other answer choices (B. C, D, E) distorts the intended meaning.

I believe Answer is B

After reading all replies, I found none of them convincing.

Reasons for option B

Impact can be an abstract noun or an action verb. In original sentence, "impact" is used as an abstract noun.So while maintaining it as a noun, we have to find the best grammatical option.

A) management decisions have at least as great an impact - comparison flaw
B) decisions by management have a great impact - no flaw in sentence and impact is used as a noun
C) manager decisions impact greatly - impact is used like an action verb
D) decisions by a company’s management impact greatly -- impact is used like an action verb
E) what a company’s management decides has a greater impact - comparison flaw
