One sure way you can tell how quickly a new idea—for example, the idea of “privatization”—is taking hold among the population is to monitor how fast the word or words expressing that particular idea are passing into common usage. Professional opinions of whether or not words can indeed be said to have passed into common usage are available from dictionary editors, who are vitally concerned with this question.
The method described above for determining how quickly a new idea is taking hold relies on which one of the following assumptions?
(A) Dictionary editors are not professionally interested in words that are only rarely used. (B) Dictionary editors have exact numerical criteria for telling when a word has passed into common usage. (C) For a new idea to take hold, dictionary editors have to include the relevant word or words in their dictionaries. I cannot see how A can be an assumption. However, I cannot see which answer could be an assumption.

IMO B
New ideas take hold if they pass into common usage. Common usage is determined by dictionary editors.
Assumption is that dictionary know exactly when ideas pass into common usage

A) Dictionary editors are not professionally interested in words that are only rarely used.
The best way to tackle assumption question is to negate their arg ie Dictoray editors are very much interested in words that are rarely used. If this is true, then they will try to add those words to the dictionary even though these words are not popular .So the newly added word is not a true reflection of the popularty and the argument falls down. Hene this assumption must be true .

I would go with D. A: Dictionary editors could be interested in both common and rare words and still know if a word has passed into common usage. B: Exact numbers may not be how common usage is determined. C: Doesn't mean they won't know if they don't have to include these words. D: This relates the concept of idea to the word in the first sentence: "One sure way you can tell how quickly a new idea...is taking hold" is to "monitor how fast the word or words...are passing into common usage" E: Not related to the stimulus at all...

IMO A) If (B) was true then Dictionary editors would not have been "vitally concerned" with question whether words have passed into common usage.
