One way for reducing commuting time for those who work in the cities is to increase the speed at which traffic moves downtown. This can be accomplished by raising the tolls on the tunnels and bridges connecting the city with other communities. This will discourage auto traffic into the city and will encourage people to use public transportation instead.
Which of the following, if true, would LEAST weaken the argument above?

Yes, the answer is B.
But what is the problem with E? it is doesn't weaken the argument also.
(I would say that is almost irrelevant to the argument).
Would you please explain your answer further!

If public tranportaion is not able to handle any significant increase in the number of commuters using the system, the commuters will be forced to use auto traffic. Hence the argument that commuters will be encouraged to use public transport thereby reducing traffic will not hold good. Hence, (E) weakens the argument considerably. As the question is trying to find the reason that would LEAST weaken the argument presented, (E) can not be the correct response.

Yeah, I agree with B, because at first I thought that the question was asking what would most weaken the argument, and I crossed B off first. So, when I realized what the question was asking, I had to pick B, as it doesn't really weaken the argument at all.
