D states that it's either not intelligent or not moral, and not both. We need both to be not intelligent and not moral.

Yes, D should be the answer. I overlooked that point. From a digital electronics point of view, the boolean algebra should work out to:
!(A x B) = !A + !B

I pick C
the statement says that a democracy will only function well if the electorate is moral and intelligent...thus if an electorate is not moral and intelligent, a democracy won't function well
