But A and B both use Hyphens which I dont think is appropriate. I would go with C.

Assuming this is an old school SC (20th century) then (C) incorrectly uses the simple past tense.
(B) is best because it maintains present perfect tense parallelism.

D is out - comparing number to people
We should use fewer as people are countable (as opposed to measurable).
So I can only see B for using have been ||

Vivek, dont we compare the number of people at different times here ?
We need "few" as people is a countable noun. A and C are out.
D is out because of wrong comparison. "a number lower than the people "
B is out as we need a subject for the right comparison:
"fewer than have been" ---> fewer than what ?? It should be fewer than the people (or fewer than the ones) who have been
that's what I think

as i see it, 'than the ones' implies comparison with the individual kills...

We have a quantifiable quantity... use of more/less is not recommended.
Greater/Fewer is ok.
D can work but is wordy.
