I think it should be C since we have "earlier", which indicates things happened earlier...PP tense is to be used. OA?

Has been is incorrect. the situation ends in the past. has been continues into the future.

it doesnt end in the past, the Bodleian is the first public library, and still is.
Ashmolean is the first public museum.

I actually think that Ashmolean is no longer a public library - so that ends in the past.

It is a public museum now, and still is.

Please stop pointing out or eliminating answers.


We have two events. Both occurred in past. One occurred before the other. First event of the two gets past perfect and second event gets past tense.
