I think it should be C since we have "earlier", which indicates things happened earlier...PP tense is to be used. OA?

it doesnt end in the past, the Bodleian is the first public library, and still is.
Ashmolean is the first public museum.

I actually think that Ashmolean is no longer a public library - so that ends in the past.

It is a public museum now, and still is.

We have two events. Both occurred in past. One occurred before the other. First event of the two gets past perfect and second event gets past tense.

easy one , 1st event :-Opened in 1683, the Ashmolean was the first public museum in Great Britain

2nd event : just as earlier the Bodleian had been

So C is correct, both event in past
